Abstract

Terrorism has developed into a transnational security threat that needs to be addressed through a global and cooperative approach by the international community. It is known that international cooperation can at times be slow and limited. Thus states have been criticised for having reduced their political will for cooperation in favour of returning to a state-focused security approach. The current thesis analyses the topic of international counter-terrorism strategies with a focus on the work of the United Nations Security Council to assess whether states have actually increased their focus on national security at the expense of international cooperation. This is done through an investigation of terrorist incidents and international reactions after 2004, in order to provide a new perspective that is not strictly related to the influence of the 9/11 attacks. The core sections of the study, chapters 4 and 5, will divide the analysis into two categories: 1) individual terrorist incidents and the respective international reactions and 2) the United Nations Security Council committees for the international fight against terrorism. At the end, the study will look outside the framework of the Security Council and also at the concept of the type of terrorism the world is faced with today. Moreover, it will also provide recommendations for future progress. The examination will conclude that states have often focused on their national security but that this has not been at the expense of international cooperation. The analysis will thus add to the available research on international counter-terrorism efforts, as it provides a new perspective that is not strictly defined by the so-called ‘war on terror’, which started after 2001. Instead it looks at the overall picture of international efforts, particularly of the Security Council, and therefore provides a stimulus for further research in the assessment area of counter-terrorism strategies.
