'Im Beitrag werden empirische Befunde über die Entwicklung von Arbeitsorganisation referiert, die den modischen Argumenten widersprechen, wonach unter dem Druck des Marktes und zur Nutzung technologischer Potenziale schon aus ökonomischem Interesse der Unternehmen neue Arbeitsformen etabliert würden, die zugleich eine Verbesserung der Arbeitsbedingungen bewirken. Dem wird die These von der Notwendigkeit und Möglichkeit einer politischen Gestaltung der Arbeitsorganisation entgegengestellt. Der Begriff Arbeitsorganisation wird in diesem Beitrag sowohl in einem engen Sinn von Arbeitsteilung, Kooperation und Kontrolle als auch in einem weiten Sinn der zeitlichen und vertraglichen Formen des Personaleinsatzes behandelt. Im zweiten Teil des Artikels werden nach einem theoretisch gehaltenen Hinweis auf die Kräfte, welche die Entwicklung der Arbeitsorganisation bestimmen, konkrete Programme und Maßnahmen der direkten und indirekten politischen Gestaltung der Arbeitsorganisation in verschiedenen europäischen Ländern angesprochen. Je intensiver der globale ökonomische Wettbewerb - so die Schlussfolgerung -, desto wichtiger wird politische Gestaltung mittels Restriktionen, die auf betrieblicher Ebene nicht zur Disposition stehen.' 'It is fashionable to argue that intensified competition and pressures for a fuller utilisation of technological potentials make companies introduce new forms of work organisation which imply an improvement of working conditions. In this contribution such a view is questioned on the basis of empirical evidence. Different meanings of the term work organisation are covered: work organisation in the narrow sense of division of labour, co-operation and control and in the wider sense of temporal and contractual forms of employment. In the second part of the article a short theoretical discussion of the forces that shape work organisation is followed by the presentation of policies and programmes supporting new forms of work organisation in various European countries. In conclusion it is argued that intensified economic competition calls for more rather than less political regulation of work organisation through restrictions that are not up for consideration at company level.'
