Abstract

Die Utopie einer direkten Demokratie, unmittelbare Herrschaft eines größtmöglichen Herrschaftssubjektes, ist durch die Entwicklung des Internet zur weitreichensten Vision in aktueller demokratietheoretischer Diskussion geworden. Grundsätzlich soll das Internet in so genannten "elektronischen Demokratien" bürgerliche Partizipation und deliberative Strukturen stärken. Eine Ausweitung der Demokratie, die z.B. elektronische Umfragen, Wahlen oder gar Parteien umfassen kann, ist das Regieren. Dieses bezeichnet Abwicklung von Behördenverkehr, wie Steuererklärung. Klassische Probleme, etwa fehlende Zeit zur Abstimmung des fehlenden Raumes beratschlagenden Versammlung Kommunikation, sind durch Internet lösbar geworden - Problem Spaltung Herrschaftsubjektes in diejenigen, Medium nutzen solche, es nicht nutzen, "digital divide neu. A direct democracy's utopia, an immediate domination of a greatest possible dominion subject has become an ample vision in current democratic theoretical discussion by the internet's evolution. In so-called electronical democracies the internet basically should fortify civil participation and deliberative structures. An expansion of electronical democracy that includes e. g. electronical surveys, electronical elections or even electronical elections is electronical government which is explained as an electronical management of authority traffic, e.g. electronical tax return. Conventional problems like a lack of time for voting or missing space for discussing assemblies and communication can be solved by using internet, but the problem of splitting the dominion subject in users and non-users of the medium internet - digital divide - is new. Electronification of such conventional political processes opens up new possibilities to democracy and government. Its realisation is a red-hot interdisciplinical project of information technologies, communications and political sciences. The present tutorial transcript originated from a turorial with the title: "Information Technologies and Politics", at the university of Oldenburg in winter term 2003/2004.
