In this dissertation, I develop a behavioral microsimulation model that can be used to analyze the effects of potential family policy reforms. The behavioral microsimulation model consists of three parts. First, a representative data set is needed that includes key information on household characteristics, individual wages, other sources of income and working hours, such as the German Socio-Economic Panel Study (SOEP). The second part of a microsimulation model consists of a detailed tax-benefit model that can be used to calculate net household incomes for every single household under different working hours states based on information of gross income and household characteristics. For this study, the tax-benefit model STSM is extended to include childcare costs within the households' budget constraint. Since there is a considerable shortage of formal childcare in Germany, in particular for children under three years, childcare costs cannot be merely modeled as average parents' fees to center-based childcare. Access restrictions to formal childcare have to be explicitly taken into account. Thus, I suggest a measure of expected costs of childcare''. They consist of a weighted average of the costs to formal childcare, which are low due to subsidies, and the price for childcare on the private market, which comes at considerably higher cost. The calculation of the weights is based on a partial observability model of the demand and supply of childcare, which can be used to predict the individual probability to be rationed with respect to formal childcare for every child in the sample. Estimating the behavioral model of the joint decision of mothers' labor supply and childcare decision is the third step of the microsimulation model. The estimation is based on a conditional logit model controlling for unobserved heterogeneity. The parameters of this model can be used for the evaluation of policy reforms. This is illustrated by simulating four policy reforms, including two childcare policy reforms and two tax reforms. The results show that increasing childcare availability leads to a higher increase in mothers labor force participation rate (increase by 1.4 percentage points) than abolishing parents fees to existing slots (increase by 0.7 percentage points). Introducing a French-style family tax splitting would not lead to marked changes in mothers labor supply behaviour since this reform is in fact very similar to the current system of joint taxation with income splitting along with child benefits and child tax allowances. Shifting from joint to individual taxation, however, would increase mothers labor force participation by 5 percentage points. Moreover, if the fiscal surplus resulting from this reform were redistributed to the families by increasing the child benefit, this reform would lead to considerable welfare gains for families.
In dieser Dissertation wird ein Mikrosimulationsmodell mit Verhaltensanpassung entwickelt, das dazu dient, verschiedene familienpolitische Reformen ex-ante empirisch zu untersuchen. Als Datenbasis werden die Wellen 2001-2003 des Sozio-Ökonomische Panels (SOEP) und das Steuer-Transfer Simulationsmodell STSM herangezogen. Für das Jahr 2002 gibt es im SOEP detaillierte Informationen zur Nutzung von externer Kinderbetreuung. Diese werden zunächst genutzt, um zu untersuchen, ob es Rationierung von subventionierten Betreuungsplätzen gibt. Dazu wird ein partial observability Modell geschätzt, das es ermöglicht Nachfrage und Angebot zu schätzen, auch wenn nur Information über die Nutzung, also die gemeinsame Realisierung von Nachfrage und Angebot, verfügbar ist. Die Ergebnisse zeigen, dass etwa 30 Prozent aller Kinder unter drei Jahren keinen Zugang zu einem Betreuungsplatz haben, obwohl ihre Eltern einen Platz nachfragen. Im Fall von Rationierung kann nicht davon ausgegangen werden, dass alle Familien Kinderbetreuung zum subventionierten Preis der Elternbeiträge kaufen können. Es wird daher ein anderes Maß für Betreuungskosten vorgeschlagen, in dem Rationierung explizit berücksichtigt wird. Die sogenannten "erwarteten" Betreuungskosten, die in diesem Modell in Abhängigkeit der Arbeitsstunden der Mutter vom Haushalts-Nettoeinkommen abgezogen werden, sind ein gewichteter Durchschnitt aus den subventionierten Betreuungskosten und privaten Kosten der Kinderbetreuung. Auf Basis der simulierten Nettokeinkommen wird die Entscheidung der Mütter über Erwerbsbeteiligung und Kinderbetreuung simultan geschätzt. Die ökonometrische Spezifikation des Verhaltensmodells beruht auf einem diskreten Auswahlmodell für Paneldaten, in dem für unbeobachtbare Heterogenität kontrolliert wird. Mittels dieses Modells können verschiedene Reformen im Bereich der Familienpolitik untersucht werden. Dies wird exemplarisch anhand von vier Reformen aus den Bereichen Kinderbetreuung und Haushaltsbesteuerung illustriert. Die Ergebnisse zeigen, dass eine Erhöhung der Verfügbarkeit von Betreuungsplätzen eine stärkere Steigerung der Erwerbstätigkeit (Partizipationquote von Müttern stiege um 1.4 Prozentpunkte) von Müttern mit sich brächte als eine Abschaffung der Elternbeiträge bei gleichbleibender Verfügbarkeit von Betreuungsangeboten (Steigerung um 0.7 Prozentpunkte). Ein Familiensplitting nach französischem Vorbild hätte keine nennenswerten Auswirkungen auf die Erwerbstätigkeit von Müttern, da dieses System dem derzeit in Deutschland bestehenden Ehegattensplitting mit Kindergeld bzw. Kinderfreibeträgen sehr ähnlich ist. Deutlich größere Effekte hätte hingegen ein Übergang zur Individualbesteuerung. In diesem Fall stiege die Partizipationsquote von Müttern um 5 Prozentpunkte. Wenn die Steuer- Mehreinnahmen so einer Reform über eine Erhöhung des Kindergeldes an die Familien ausbezahlt würden, brächte diese Art der Reform auch die größten Wohlfahrtsgewinne für Familien mit sich.
