Abstract:

In seiner Anwendung auf die Europäische Union ist der Kosmopolitismus-Begriff weder allein in seiner moralischen, seiner rechtlichen oder seiner kulturellen Bedeutung zu verstehen. Vielmehr schafft kultureller Kosmopolitismus die Basis für Moraldiskurse und Gesetzesvorhaben, die auf eine weltbürgerliche Gesellschaft hinarbeiten können. Keine der genannten Dimensionen des Kosmopolitismus' kann umfassend verstanden werden, ohne deren Zusammenspiel zu berücksichtigen. Die Entwicklung des Weltbürgerrechts kann nur eingebettet in ein Weltbürgertum stattfinden. Es ist dann ein Recht, dass Zugang zu Staaten ermöglicht und zu einem Einbürgerungsrecht überleitet, mit dem Migrantinnen und Migranten die umfassende Aufnahme in eine neue Gesellschaft ermöglicht wird. Das Ziel eines Weltbürgerrechts in diesem Sinne ist in der Europäischen Union selbst angelegt. Doch wird es sich nur verwirklichen lassen, wenn der politische Wille dazu besteht.

In it's application to the European Union the term of cosmopolitanism is not to conceive only in its moral nor its legal nor its cultural dimension. Rather cultural cosmopolitanism creates the basis for moral discourses and proposed legislation which can force to a cosmopolitan society. Non of these dimensions of cosmopolitanism can be understand in a comprehensive way without recognizing their cooperation. The development of world citizen rights can only take place embedded in a moral and cultural cosmopolitanism. It then becomes a law that grants migrants wide access to a new society. The goal of a cosmopolitanism in this sense is generated by the EU itself. Still it will only be put into practice if the political will exists to do so.
