Kurzfassung
Kommunikative Planungsinstrumente haben in den letzten Jahren an Bedeutung gewonnen. In Forschung und Praxis liegen zahlreiche Ergebnisse vor, die diesen Bedeutungsgewinn belegen. Bislang kaum erforscht ist jedoch die Frage, welche spezifischen Leistungen und Potenziale kommunikative Planungsinstrumente auszeichnen und welche Restriktionen diesen entgegen stehen. Die vorliegende Arbeit geht dieser Fragestellung nach und stellt exemplarisch an dem Handlungsfeld der stadtregionalen Freiraumpolitik einen systematisierten Überblick über Leistungspotenziale und Restriktionen kommunikativer Instrumente im Kontext des Instrumenten-Mix dar. Die Dissertation geht davon aus, dass der strategische Einsatz kommunikativer Planungsinstrumente die Wirksamkeit des etablierten Instrumentariums der regionalen Freiraumpolitik, von regulativen Instrumenten über Finanzhilfen, Instrumente der Organisationsentwicklung bis hin zu Instrumenten der Marktteilhabe, erhöhen kann. Ausgangspunkte der Ausführungen sind die Problembezüge a) des zunehmenden Flächenverbrauchs durch siedlungräumliche Expansion und b) Defizite öffentlicher Steuerung. Vor diesem Hintergrund sowie im Kontext einer planungstheoretischen Einordnung („kooperativer Staat”) werden im Untersuchungsrahmen die Leistungsfähigkeit und die Grenzen kommunikativer Instrumente für die Freiraumpolitik in Stadtregionen deduktiv abgeleitet. Ergebnis sind fünf Leistungsfelder: Integration von Interessen und Akteuren erhöhen, Akzeptanz schaffen und Identifikation stiften, Qualitäten von Lösungen verbessern, Lernprozesse ermöglichen und Umsetzungsorientierung fördern. Diese Leistungsfelder werden durch spezifische Potenziale und darauf bezogene Restriktionen konkretisiert. Die Fallstudien Grüner Ring Leipzig und Landschaftspark NiederRhein illustrieren die Praxis stadtregionaler Freiraumentwicklung und den Einsatz kommunikativer Instrumente. Für die „Entwicklungsaufgabe” regionale Freiraumpolitik werden die beschriebenen Befunde der Arbeit in Thesen zusammengefasst. Diese beziehen sich auf die planungstheoretische Einordnung kommunikativer Instrumente, ihre Leistungsfähigkeit und Grenzen, die Stellung im Instrumenten-Mix sowie den abgeleiteten Qualifikationsbedarf.In recent years communicative instruments of planning have gained importance. Research and practice give ample evidence of this increase in significance. However, hardly any attention has been paid to the question which specific potentials are inherent in communicative instruments of planning and which restrictions their use involves. Based on the example of urban-regional open-space development, the thesis deals with these questions and presents a systematic analysis of the potentials and restrictions of communicative instruments in the context of other planning instruments. The basic hypothesis is as follows: the strategic use of communicative instruments of planning can extend the efficiency of established planning instruments, such as regulative instruments, financial incentives, organisational development, or market involvement. Against a background of a) increasing land use by settlement expansion and b) deficits in governmental steering ability, and in defining its position in planning theory ("cooperative state"), the thesis researches, in a deductive way, potentials and restrictions of communicative instruments for open-space planning on the urban-regional scale. As a main result, five areas of performance are described: to increase the integration of interests and actors, to promote acceptance and identification, to improve the quality of solutions, to ease processes of learning, and to encourage the implementation of concepts. The two case studies Green Belt Leipzig (Grüner Ring Leipzig) and Landscape Park NiederRhein (Landschaftspark NiederRhein) are practical illustrations of open-space planning and the use of communicative planning instruments in connection with other available instruments.
