Zusammenfassung

In the past few years, the interaction between foreign policy and direct democracy have raised increasing interest. Relying on a rational choice approach, this article examines to what extent the votes on international treaties can be manipulated. Such attempts matter for the choice of campaign themes. For instance, it has been shown that opposing parties refrain from addressing the propaganda of the adversary; rather, they seek to establish the largest argumentation monopoly possible. This tendency contradicts the optimistic vision whereby voting campaigns reduce the information deficit of the electorate, allowing for a rational discussion. A content analysis of newspaper announcements concerning the EEA also reveals that opponents to any opening to the external environment largely outdid supporters of positive change from almost all accounts. This systematic disequilibrium calls for reforms which attempt to change the informal rules of the game of direct democracy.

Zusammenfassung in einer weiteren Sprache

In den letzten Jahren ist das Interesse an den Wechselwirkungen zwischen Aussenpolitik und direkter Demokratie neu erwacht. In diesem Aufsatz untersuchen wir mit Hilfe eines Rational Choice-Modells, inwiefern sich Abstimmungen zu internationalen Verträgen manipulieren lassen. Solche Beeinflussungsversuche sind etwa bei der Auswahl der Kampagnethemen relevant. So ist bei den Kontrahenten das Bestreben erkenntlich, statt auf die Propaganda des Gegners einzugehen so weit als möglich Argumentationsmonopole zu errichten. Diese Tendenz widerspricht der optimistischen Sichtweise, wonach Abstimmungskämpfe die Informationsnachteile der Stimmbürgerschaft abbauen und einen rationalen Diskurs erlauben. Eine Inhaltsanalyse von Zeitungsinseraten zur EWR-Vorlage bringt zudem zu Tage, dass die Gegner einer aussenpolitischen Öffnung den Befürwortern in praktisch allen Dimensionen überlegen waren. Dieses systematische Ungleichgewicht ruft nach Reformmassnahmen, welche die informellen Spielregeln der direkten Demokratie zu ändern suchen.
